What Affects Mortgage Refinance Rates in North Dakota
North Dakota refinance rates reflect national lending conditions along with the details of your replacement mortgage. Your credit profile, loan-to-value, loan structure, property details and occupancy can affect the rate and terms available to you.

Types of Refinances Available in North Dakota
A rate-and-term refinance replaces your existing mortgage without taking cash out of the property. The replacement loan can change the rate, term or both.

North Dakota Roots Refinance Option
The North Dakota Housing Finance Agency allows eligible refinance transactions through its North Dakota Roots program. The program is available to qualifying borrowers who do not meet the requirements for NDHFA's FirstHome or HomeAccess programs.
North Dakota Roots does not have an income limit. The maximum mortgage amount is based on the applicable Fannie Mae or Freddie Mac conforming loan limit or the limit set by the government agency insuring or guaranteeing the mortgage. Borrowers must also meet the requirements of the underlying mortgage program and participating lender.
FHA and VA Refinance Options in North Dakota
If your current mortgage is FHA-backed, an FHA streamline refinance uses limited borrower credit documentation and underwriting to refinance an existing FHA-insured mortgage. An FHA simple refinance also replaces an existing FHA mortgage but uses an appraisal and credit-qualifying underwriting. HUD's FHA streamline refinance guidance covers the streamline requirements.
If your current mortgage is VA-backed, a VA Interest Rate Reduction Refinance Loan, or IRRRL, may help lower your monthly mortgage payment or make payments more stable. The VA's IRRRL guidance requires the mortgage being refinanced to already be VA-backed.
Conforming Loan Limits for a North Dakota Refinance
North Dakota uses the national baseline conforming loan limit throughout the state. Under FHFA's 2026 conforming loan limits, the limit for a one-unit property is $832,750.
The same one-unit limit applies in Cass County in the Fargo area, Burleigh County in the Bismarck area, Grand Forks County and Ward County in the Minot area. A one-unit refinance above $832,750 exceeds the 2026 conforming loan limit anywhere in North Dakota.
A mortgage below that amount still has to meet applicable conventional mortgage requirements to qualify as conforming.
