FHA and VA Refinance Options in Illinois

If your current mortgage is FHA-backed, an FHA streamline refinance uses limited borrower credit documentation and underwriting to refinance an existing FHA-insured mortgage. An FHA simple refinance also replaces an existing FHA mortgage but uses an appraisal and credit-qualifying underwriting. HUD's FHA streamline refinance guidance provides the program requirements.

If your current mortgage is VA-backed, a VA Interest Rate Reduction Refinance Loan, or IRRRL, may help lower your interest rate or make payments more stable by moving from an adjustable-rate loan to a fixed-rate loan. The VA's IRRRL guidance covers eligibility and program requirements.

Conforming Loan Limits for an Illinois Refinance

Illinois uses the national baseline conforming loan limit throughout the state. Under FHFA's 2026 conforming loan limits, the one-unit limit is $832,750 in all 102 Illinois counties.

That includes Cook County and the rest of the Chicago area. A one-unit refinance above $832,750 exceeds the conforming loan limit anywhere in Illinois. A mortgage below that amount still has to meet applicable conventional mortgage requirements to qualify as conforming.

When Does Refinancing Make Sense in Illinois?

Compare your existing mortgage with the proposed replacement loan, including the interest rate, monthly payment, new loan term and closing costs. Recording charges can also be part of the transaction. The length of time you expect to keep the new mortgage affects whether any monthly savings have enough time to offset the upfront costs.

Does Chicago Have a Higher Conforming Loan Limit Than the Rest of Illinois?

No. Cook County uses the same $832,750 conforming loan limit for one-unit properties in 2026 as every other Illinois county. A one-unit mortgage above that amount exceeds the conforming loan limit whether the property is in Chicago or elsewhere in the state.

Can I Refinance a VA Loan in Illinois?

Yes. If your current mortgage is VA-backed, an IRRRL may be available to refinance it. The existing mortgage must be VA-backed, and VA and lender requirements apply to the new loan.
