What Affects Mortgage Refinance Rates in Minnesota

Types of Refinances Available in Minnesota

A rate-and-term refinance replaces your existing mortgage without taking cash out of the property. The replacement loan can change the rate, term or both.

FHA and VA Refinance Options in Minnesota

If your current mortgage is FHA-backed, an FHA streamline refinance uses limited borrower credit documentation and underwriting to refinance an existing FHA-insured mortgage. An FHA simple refinance also replaces an existing FHA mortgage but uses an appraisal and credit-qualifying underwriting. HUD's FHA streamline refinance guidance covers the streamline requirements.

If your current mortgage is VA-backed, a VA Interest Rate Reduction Refinance Loan, or IRRRL, may help lower your monthly mortgage payment or make payments more stable. The VA's IRRRL guidance requires the mortgage being refinanced to already be VA-backed.

Conforming Loan Limits for a Minnesota Refinance

Minnesota uses the national baseline conforming loan limit throughout the state. Under FHFA's 2026 conforming loan limits, the limit for a one-unit property is $832,750 in all 87 Minnesota counties.

That includes Hennepin and Ramsey counties in the Minneapolis-St. Paul area as well as Dakota, Olmsted, St. Louis and other counties throughout the state. A one-unit refinance above $832,750 exceeds the 2026 conforming loan limit anywhere in Minnesota.

A mortgage below that amount still has to meet applicable conventional mortgage requirements to qualify as conforming.

Yes. Minnesota Housing's Step Up program can be used for eligible refinance transactions through participating lenders. You do not have to already have a Minnesota Housing mortgage to apply, although income, loan amount, property and mortgage-product requirements apply.

Can I Refinance a VA Loan in Minnesota?

Yes. If your current mortgage is VA-backed, an IRRRL may be available to refinance it. The existing mortgage must be VA-backed, and VA and lender requirements apply to the new loan.
